Fleet Organization & Rules

The minimum age to join Task Force Phoenix is thirteen.

Each CO may restrict their sim above age thirteen at their own discretion.

Each CO must prominently state the age limit for their sim on their website and join page.

No active member of Task Force: Phoenix may be promoted above the rank of captain. NPCs hold no real rank in TF:P.

Fleet Council and Command Council:
The Fleet Council consists of all sim Commanding Officers. A sim Commanding Officer may appoint their Executive Officer to vote in lieu of the Commanding Officer during absences.

A Command Council, made up of three individuals all elected by the Fleet Council with a term of one year each, with one position opening every four months.

First term expirations suspended until Fleet Council has reached a total of 12 voting members.

In any fleet wide decision, the Fleet Council votes. If a simple majority "yes" vote is reached, the movement is sent to the Command Council who have the ability to agree or reject the proposal. If the Command Council rejects a measure, it goes back to the Fleet Council, at which point approval overriding Command Council veto requires a 65% majority vote.

Voting will remain open for each Fleet Council motion for seven days from the date and time of posting, except for motions that have 100% voting or a majority yes vote or a majority no vote.

Commanding Officers:
All new sim Commanding Officers start with the rank of commander and become eligible for captain rank at six months of service after their sim is operational. Commander rank COs are non-voting members of the Fleet Council for a six month period.

If a prospective CO has prior simming command experience, they may petition to join with the rank of captain with a reduced non-voting time of sixty days. Approval by a Fleet Council vote is required.

Each CO is responsible for maintaining the form and function of their sim website.

TFP accepts Play By Email, Play by Forum and Nova websites, whether free or privately funded.

TFP will not finance any sim websites.

CO's are required to ensure that all players get the same basic level of respect and no special treatment for anyone regardless of personal relationships.

New CO's can request to be assigned a mentor, who they can go to and ask advice. This mentor will not have any power over the CO, and will merely act as a resource. Being a mentor is entirely voluntary and anyone can opt in or out of doing so at any given time.

A prospective CO, or one switching ship-class, is allowed to pick their own type of ship.  If the pick is not canon or out of era (ex. TOS style Constitution), the CO must supply an write up of the new ship giving background, ship specs, and other important information to give the Fleet some information on the ship and to show that serious consideration was put forth in the ship decision.

Custom ships must submitted and approved by the Fleet Council.

Government-flagged ship sims (e.g. official Starfleet, Romulan or Klingon) wanting to use non-canon technology of any type (e.g. anti-matter weapons, cloaking devices) must obtain approval by the Fleet Council on a tier system. The duration of the use of such technology or ability will be determined by the Fleet Council.

Civilian or rogue sim ships are not restricted. However, they are subject to searches and removal of tech when interacting with government (Federation, Romulan, Klingon, etc) sims.
