Task Force: Phoenix is run by a Command Council and a Fleet Council that comprise the governing body of the fleet and represent a voice for each crew in shaping policy decisions.
Command Council: Comprised of three eligible Fleet Council members that are elected to one year terms on a rotating four month basis. They make decisions in cases where the Fleet Command is undecided.
Capt. Bradley Moore - USS Liberty
Fleet Council: Comprised of all sim commanding officers, including the Command Council members. New COs start at commander rank and are non-voting members until six months of running an active sim.
